Does it have a curtain rod pocket along top?

No. It would be simple to make one yourself though.

Best way to hang it on a bedroom wall?

I just used tacks. Simple. Easy. Works perfectly.

can this be "modge-podged" onto a hard surface?

I would think so. I mounted/stapled mine to a wooden frame and it turned out great. Keeping the lines straight was the only difficult part.
