Does the bucket actually lower or is it fixed in place?

It doesn't lower. It's only fixed on the wooden handle with a chain.

Can I replace the well with a wind chime instead?

I would imagine you could it just depends on how long the wind chime is

Does this wishing well have a bottom?

Laura, I bought this item about 4 years ago, and i'm sure it had, in fact it must have, as I certainly would've remembered seeing a 'hole' at the bottom. I've just recalled that it was for a Care Home, and the residents used to put their requests in, like a wishing well, so, we'll go strong on that, yes, it does have a bottom !!

does anyone have the instructions? mine came without

This item only came with a picture and a list of the screws
