Is this the same one that target has for 24.99

Yes and it ships from Target also.

does the lamp shade screw on or does sit directly on top of the light bulb unsecured?

Hello, the shade is secured to the lamp base with a large screw on threaded ring. The bulb can then be screwed into the lamp base. I hope this helps. Have a great day!

How tall is the assembled lamp? I see that the package dimensions are 12 inches tall, but is the assembled lamp and shade also only 12 inches tall?

The whole assembled lamp is 12 inches tall

Great lamp

Great lamp my son loved it works well and seems to be well made only reason I have it 4 stars instead of 5 was because when they shipped it they put it in a bag with no bubble rap or anything to protect it from being damaged and it was just thrown by my door otherwise I would have gave it 5 if not for that
