Can you use this elastic for a waistband on a skirt or pants?

Probably not. It’s not strong enough to support that. It’s very soft and narrower than a waistband elastic should be. Great for a baby headband.

Can you use these to make hair ties for women?

You might be able to use them for hair ties, but I don’t think they will be strong enough.

Have you gotten better at cutting a yard? Seems to be consistent across the reviews that the seller cannot cut 36 inches. Will I get a full yd of eac

Most of mine were close enough to a yard to use for my project (cloth masks). I think I had one piece that was randomly cut in two.
