Will these handle the heat of candle making?

Most definitely will, I used to use these all the time plus the dollar store has salt and pepper shakers they are like them as well.

Are the handles on these empty to where things would get inside or are they solid?

The handles are solid glass. Nothing will get in

Can these be used to make/store jelly?

Hi Jessica, Sure the jars can work to make and store Jelly, please heat the jars warm before putting the Jelly into the jars, let me know if you have any other questions. Thank you, Annie Otis Classic
