It would depend on what you want it for. It's no question the 7D Mark II is the better of the two. Even better than the 90D in many aspects in the field. For sports/ outdoor photography, it's a quantum leap over the 70d. The 7Dmark II is only overpriced to the ones the don't shoot in professional environments of sports/outdoors. The articulating screens can break easily in rugged environments. Same goes for the touch screen in moisture rich environments. IMO touch is Pointless to those who don't need to look at the screen to change settings especially when shooting in M (manual) mode. The stutter is built for 200,000 actuations, just passed 400,050. The 7D Mk II is my APC-s (Advanced Photo System type- C ) or crop-sensor workhorse.viewfinderinder II is the best VF so far. If money is an issue, buy refurbished or used. Save a grand. The 70d is a plastic toy camera in comparison. However, if you're an amateur, novice or hobbyist that wont be picking it up and using it daily for years and years, then just go for the 70d. They both take exceptional photos.

Has anyone else had this problem? My autofocus points dont light up red like my other Canons did? Thanks

Go to the AF Tab in the menu and select the fifth dot. By default VF display Illumination is set to Auto. The camera makes the decision when to light up the points. Change to 'Enable' to keep them on.

Is it worth it to upgrade from the 70D? Personally, I think not.

If you already have the 70D then IMO no. I think this especially true if you do video as the 70D has a articulating touch screen which is superior to the dumbed down fixed non touch screen on the overpriced 7D mk ii.

Does it have in-camera High Dynamic Range capability?

Yes it does. Pretty good actually. It can be done automatically or you can set up the amount of bracketed shots, the EV spacing between the shots, alignment of the shots and how the resulting JPEG will look. You can also keep the individual shots for later post processing if you want to.
