Can I use this for my car?

Yes,you can use it for your car. It's quite durable and handy. And this product soaks up cups of water, but somehow keeps the liquid locked in without dripping everywhere. You can use it for drying up a smooth surface. It does a great job.

I found korean seller sells similar one as for skin scrubbing usage. user comments said its composition is saugwunder. can i use this for skin?

I use this to clean my car and never tried it on my skin.

When stored dry, will it instantly absorb water, or does it need to "pre-soak" before working?

It seems to soak up water immediately even when stiff and dry. Works best when damp throughout.
