Could a 70lb dog float on this?

I would not get this for a dog. When a person lays on this float, the weight is distributed over the length of the surface, and it stays fairly flat. A dog in the center would collapse the sides and the dog would be in the water with the ends of the float coming to the surface on the sides of the dog if it is facing the side. This float is very thin except for the outside when it is inflated.

Is there any metal in this float?

No, there is no metal on this float. I have owned two.
