The scrollwheel is green and mouse is not turning on. Anyone know whats going on?

Sounds like you need to return it.

How do I charge the batteries if there’s no way to change them?

There’s a way. If you look at the bottom there’s a battery cover. You can YouTube it.

How do I charge the mouse?

You don't you put the receiver in the USB port

How loud is this mouse?

Compared to a regular cheap computer mouse it is just slightly quiter, I'd say for sure if someone was sleeping you could wake them up haha, but it has not been a problem for me, as my keyboard keys are louder than my mouse clicks. The only thing is when u put the battery in, you can definitely feel the weight change
