Chris, Here is a video from the manufacturer for you to see and hear the makeup of the Impacto Metguard: http://www.impacto.ca/products/metatarsal-protector-laces/ The Metguards are made of polycarbonate. The impression we have of this product is that it is flame resistant. There is no flame resistant level stated in the manufacturers features page. Thank you, 204 Industrial

Is it 2 pcs per pack ? Also , How come 3 packs($94.50) are more expensive than single pack($25.87)?

2 per pack. No clue about prices.

Will this withstand ,say, an 8lb splitting axe glancing off a log? (Real life problems)

Obviously without real life testing I can't give a definitive answer. But my gut feel says it would.
