Do these write on black paper?

They do, the color that pops up the most is the yellow one, looks really cool, neon like.

Can refills with 0.8mm-1mm ballpoint tips be used with these pens?

Thank you for your inquiry. OOLY Tutti Frutti gel pens are not refillable.

Are these pens washable?

I didn't get mine on my clothes, so I'm not sure about how it would come out of fabric. I did get some on my fingers and it washed off.

The Tutti Frutti pens are not. However, the "Yummy Yummy Scented Glitter Gel Pens" are (and they are scented like assorted fruits, the caps of which show the fruit scent. Also, the "Set of Super Duper Scented Gel Pens" contains 12 glitter pens (plus 6 neon, 6 pastel). I found the glitter and neons are the best -- a couple of my pastel shades don't lay down ink evenly. Enjoy your pens!

I love sparkle markers and glitter pens, and I have 100s and these are excellent.

Daughter’s favorite gel pens!

This is our second set of these after the first ones ran out of ink, they are so fun to color with! My daughter loves the sparkle they have. They are hardly smelly if that’s a concern, I didn’t want them to be overwhelming like some markers can be so was happy! Highly recommend

Son bonitos

Pintan espectacular, los colores son muy bonitos. Pero note que no tienen ningún olor además que la tinta de algunos se seco un poco y ya no pintan como al comienzo, es necesario darle varias pasadas.

Kein bzw. kaum Duft

Leider kein Duft. Waren als Mitgebsel für einen Kindergeburtstag gedacht. Zwei Stifte rochen minimal fruchtig. Keine Kaufempfehlung.
