should I scratch the surface (aluminum)with scratch pad wile prepping to give a better surface to cover paint

You will need to take off any film that may have built up on the Aluminium so Yes use steel wool and wipe down with a solvent in case of any oil or grease is on the surface before you paint . It is advisable to use a primer to etch onto the surface before applying top coats

what type of paint should I use to paint the exterior of a mobile home

Acrylic Paint is most suitabl but insure you have prepared the surface well . Sand ,wash and fill before applying a primer .

would I use a chinex brush when painting my interior walls and doors with a latex paint? novice here and out of my element.

You could but as a professional painter I don't recommend it, China and chinex brushes are really for heavier body materials like oil based paints, varnishes etc....you're better off using a brush like the one where you posted this question or a Purdy XL.
