How to judge whether the ROS MINI needs to be charged?

You can check the power through the LED voltage display on the car. If the voltage is lower than 7V, you need to stop working as soon as possible and use the charger to charge it.if too low, the action will be slow and the signal will be disconnected

Can I program ROS MINI using Python?

Of course, XiaoR GEEK provides you with SDK code and tutorials for secondary development, open API for users to call, learn ROS basic control based on virtual machine, realize navigation function and so on.

Can it be used while charging? Can I use other power adapters to charge?

Do not use it while charging, otherwise it will easily damage the battery; you cannot use other power adapters to charge, as other power adapters do not have overcharge protection, which will damage the battery.
