Can this really dose a radiator with chemicals, eg central heating inhibitor in 17 seconds?

17 seconds ? Only if the radiator has enough empty space to fit in your 0.5~1 litre of chemicals and is not pressurised. That's a most unlikely state of affairs for an operating and well maintained system, which will be full of water and under pressure. So in most cases, NO.
