why isn't the shelf provided. I had to contact surplus stores to find one.

different models; the one with the "shelf" is for comm gear, the radio guy who has to hump his pack plus the PRC 119 or PRC 77 with it as well. You're not going to want a "shelf" if you're trying to make a pack for hiking, camping or bug out (survival) bag. Stick with a medium to large ALICE pack with a regular frame, unless your wanting to have a frame for moving something hard & heavy for a short distance.

Will it fit a mini Alice pack?

It should. It's sturdy and smaller than I had thought it would be.

Can I use this with an army medium rucksack?

If you are talking about the medium ALICE pack, yes. Both a medium and large ALICE fit the same frame.
