How strong is the spring? I want it for a gate that a small dog can't push through but a manual wheelchair can.

These hinges are usually used on restaurant kitchen doors, they have small pegs which are inserted on the spring part to adjust how strong the spring is applied, I guess it depends how big and strong your dog is

Are these long lasting hinges?

the original hinges were in the shop when I took over the place that was 6 years ago and one hinge failed recently, and typically I would say I pass through the swing door between 50-100 time a day 6 days a week. Hope this answers your enquiry.

Is it possible to release the tension of the springs between the plates? I need the plates to move freely.

Yes it is, but it's not eeasy. at the top of the hinge is a round piece with holes in it, in one of these holes is a pin which can be removed by using an allen key or pin punch (which must be a good fit) to turn the ring against the spring tension, then remove the pin and release the tension.
