Can this repair a light scratch on a gold wood frame?

It could but it is more antique gold...

Can this be used on plastic

Yes, Rub 'n Buff can be applied to metal, wood, plastic, and paint surfaces

Would this rub off an item- to be put on to cured resin

I put this on the fertility idol from Indiana Jones printed in resin and it stayed on very well once dry (which was fast). I did apply a gloss varnish, as I wanted the "gold" to glisten, but the pirates of the Caribbean coins I painted have no varnish and they rub together a lot and haven't lost their gold rub coating so far. I'd say in day-to-day handling, not for a very long time.
