My band size is 2 & bust size 36. What size should I order?

I followed the recommendation and ordered two band sizes up and one cup size down. But when I received and tried it on, it was huge. It just hung on me by the straps and had no support at all. I am ordering again in the same cup and back to my true size, so we'll see how it does.
