Does this work with Promethean/Active Inspire?

It worked with Mac and Smartboard. I'm not sure about the Promethean( We have not promethean board to test it).

Does it work on a chromebook? not just with google slides on a mac or pc. that's a separate issue. will it work with a chromeos device?

Yes. It works on my Asus Chromebook. I could only get the Next button and the Previous button to work, but not the Full Screen or Black Screen. But that could be due to user error.

Does this support dual monitors/extended desktop?

It has that capibility - I've used it for both with no issues.
