Would the usb device be able to connect after boot up but before i login? i like the device connected where login is not required.

No, the software does not run as a service, it must be manually launched after login.

The description shows that it's compatible with linux and macos, but the website does not have linux/macos drivers. does the included cd have drivers?

Hi, Linux & Mac drives & guide are available from the chip maker elitesilicon.com.tw/index.php/en/system-support-en/chip-related-download-en.html

Is this compatible with usb based access tokens. these are used to store a software license?

That really depends on the access tokens themselves. We have had some customers report success, and others not. There's too many possibilities to test them all.
