Can this be disposed of normally or does it need to be brought to a waste management facility and kept in air tight containers and all that stuff?

It can be disposed of down the drain or in the trash - it's completely non-toxic and natural. However all oils are potentially flammable if left on a rag in the hot sun or near a heat source so take care with saturated rags - it's commonly suggested to store them in a sealed bucket.

Does it have a strong smell?

No, the smell is very very light with a hint of sweetness
