Can someone explain the st lb feature?

That is pounds in stones (English)

Why aren’t any instructions included? I’m not good at guessing as how to put things together.

Are you asking for instructions or why your instructions weren’t included? Either way I believe that needs to be addressed to the company which sold you this product. Also, try YouTube. I actually put mine together using YouTube. Hope this helped. Thanks

I looked all over and product does not show place of manufacture. Therefore, probably not made in the USA

Does this have to sit on a hard surface or will it work on carpet?

It must sit on a hard surface to get an accurate measurement.
