To prevent paint peeling, I abraded the fence panel on both sides with Scotch-Brite Extra Heavy Duty Pot 'N Pan Pad 88. I clamped six pads between two pieces of wood and dry scoured each fence panel for about ten minutes. Then rinsed the panels clean with water and put the panels in the sun to dry quickly. The white rust was gone. I wish I had used the abrasive pad before using the Krud Kutter; I may have removed some of the roughness I created with the Krud Kutter. That "surface profile" help paint adhere tightly. I primed with Sherwin-Williams Pro Industrial Pro-Cryl Universal Acrylic Primer. It adhered very well.
