Spirit Airlines only accepts 22 inch carry-on luggage, that's including wheels and handle. How tall is the big bag including wheels and handle?

The bag is 21" high to the top of the pushed in handle. It's also about 21" high to the top of the top carry handle. It is 13" wide and just less than 9" deep.

Does the smaller bag have a rear strap for attaching it to the larger bag when the handle is extended?

Yes it does, it slides on very easy.

Can you fit a laptop in the smaller bag?

Depending on size. I have a HP 14 inch laptop. Fits height wise (laptop standing up and down wise), however, horizontally, there is more space as well as width wise. I can put my laptop and charger as well as folders and etc and still have space.
