Is this the metal ring that’s covered in a flexible plastic, the way it was made 25 years ago?

I'm not sure if there is metal in the center but yeah, it feels like the one from 20 years ago. Very easy to throw over a fence.

Do these come individually packaged?

Each bundle comes together in the same package.
