Can the strap be tightened once installed?

No, it cannot. Once installed nothing can be done

Will this stick to glossy tiles?

Hmmm. It has stuck well to the wood that has glossy paint. I would give it a try

Can these be used on glossy kitchen drawers?

I believe the package stated that they can be used all on surfaces. I do not have glossy surfaces but try and see if it works for you.
