Will this bag accommodate a long gun, an M4 police model?

If it’s a short barrel yes, but the bags quality isn’t the greatest.

Will it hold a ton of weight for range gear? Rifle, ammo, plate carrier etc?

I had it packed with a 30lb ruck plate, 4 full sets of uniforms and boots (with other minor mil school stuff) The inside tore when lifting by the two handles. If packed heavy make sure you leave space for the pull handle to come out and pull that way.

Water resistant but not waterproof.
