How is this light operated? Switch? Remote control?

There's no Switch or Remote. Only a wired terminal strip for each light to apply 120vac or 240vac. A Switch or Remote will have to be added.

Is there a smart device I can connect this light to program it (turn green at a specific time, turn red at a different time)?

You can do this through Alexa, or any smart home device

What do i need to hook this light up to a regular wall type light switch? Any special converters or relays or is it just running the wires?

No converters or relays are needed. Connect your power source straight to the terminal. The voltage required to operate each light is 85 through 265 volts AC.
