Does it blow enought to be felt?

Yes, but it is a small fan so it is a light breeze - which can be better then nothing. Also quiet and light weight. It does make a buzz sound which does not bother me but once, just once, a lady standing near me complained the buzz bothered her. I see many cashiers wearing these - I like it for outdoor activities on hot/muggy days. It is hand free but can get in the way so I clip like a tie. This is not going to compete with a fan - though the same company makes an 8 inch and 10 inch battery operated fan (D batteries) using 6 or 8 D batteries. I have taken them both on day trips and they are great - much more breeze that you can feel. though you do need to have a spot for them - even though slim they are like carrying a small laptop. I brought to a picnic and everyone appreciated the gentle breeze from the 10 inch fan. You have to be with in 3 feet to really appreciate the large fans. This small one you need it to be a few inches from you to feel it. I think using disposable batteries would make this very expensive to use. For $13+ you can get the recharger and 4 batteries - Energizer is highly rated brand. https://www.amazon.com/Energizer-Rechargeable-Battery-Recharge-Batteries/dp/B00IM3P8GS/ref=sr_1_3?crid=3PCRWSR4YMYW8&keywords=rechargeable+aa+batteries&qid=1554250511&s=electronics&sprefix=recharg%2Cbaby-products%2C1228&sr=1-3

Any idea on Wattage or Amperage?

Yes: Garbage amps and Doesn't work Watts.

Will a camera battery work or last longer?

This uses AA batteries so I'm not sure what you mean by camera battery?!?!?

Great product for the price, compact, lightweight, and very handy for cooling down someone that is very hot and sweaty without having to carry it. Batteries don't last long and that's the only thing I can find wrong. Can highly recommend this neck fan.
