where is this brush made?

Though I don't know, I instinctively all this stuff is made in China. The high end brushes are often made i England or France, but those products are distinctively higher in price

Are the different color brushes for different purposes?

Some people say they are, but it's really just that the black one is for black polish.

How wide is the brush?

My son owns it now, but my guess is 2" Elliott R

How does this compare to the saphir oval horsehair brush (for $15+)? do they serve the same purpose?

Yes. They serve the same purpose. For my hands the brush you are considering fits better in my hand and allows for longer sweeps brushing down excess polish to the initial shine stage. I finish with a slight spritz of water, and a cloth buff.
