Do these lights fix into concrete patio

Yes they would. My Mum had them screwed into concrete paving slabs

Is there a way to secure these to the ground to stop them falling over in the wind

I have mine in large plant pots and they look great. You can secure them to decking too.

Can these be screwed onto decking?

Yes... 2 bases supplied... points for the ground and deck bases with screw holes👍
