How come the ingredients here are not listed?

Ingredients // Galactomyces ferment filtrate, Dipropylene glycol, Niacinamide, Glycerin, Shaddock extract, Acorus gramineus root / stem extract, Perilla leaf extract, Western rose water, Adenosine (secret key)

I think they changed their packaging and the lettering is now different. I have seen this on k-beauty sites that are known to sell authentic products, and there is straight lettering on the Secret Key logo on those.

is a "starting treatment essence" a toner? If not, does it go on after a toner?

It's an essence. Use a separate toner.
