Does this charge at 15W or 7.5W?

It's just a mount. It doesn't charge phone.

What is the size of the base where it would stick to the dash? (ie. 2”x2”)

Not at home to measure..it is small. Maybe 1 11/4 in wide and 1 inch Ht.

magnet doesn’t hold through mag safe case

If you have a apple case/mag safe; it sure hold your phone. Personally i have the leather case from apple and I don’t have any problem with this nice magnet.

Does adhesive damage dash surface?

No worry about this traceless adhesive pad.
