Does it sit up fully?

If you mean completely upright so the child’s back is super straight then no, it has a slight recline on the back rest at it’s highest sitting position.

With max weight of 22kg, It should be ok for my son as he is 15kg, but sometimes the harness are too short. Do you have free return policy?

The harness will be fine, my son used it up till 3 and half and still had plenty of room in the straps/harness. It's a great pram loved mine.
