Does this item have a weight limit?

The weight capacity of the foot rest is 350 lbs.

how do you put it together?with screws?

There is no assembly needed, it comes as you see it

Would this work with a rocking chair?

Yes I think this would work with a rocking chair. Untouched, it sits level. The edging of the feet are rubber/ slip proof so it is unlikely to move much. I use it to tilt back on a regular office chair (on carpet) if that helps!

In the US and I can highly recommend this product.
