just to be sure, i only need 1 of these at the power outlet end? i.e this splitter to dc/ac and RJ45 poe in then only RJ45 out to ip cam end?

No, this is a POE splitter, it separate the power and network at terminal, so Non-POE device can have power and network from POE switch. The RJ45 input port needs to connect POE switch, so the POE splitter can get POE function from POE switch. The RJ45 output port and DC output port need connect the Non-POE device, the POE splitter will transmit power supply in DC port and network in RJ45 port.

Will i need 2 of these for my non poe ip camera, i.e 1 at the ac and poe switch in end, and another at the ip camera end?

This POE splitter will separate power to DC port and network to RJ45 port at terminal. For non POE IP camera, you only need to connect the RJ45 port and DC port to the splitter, the splitter connect the POE switch, then the camera will get power and network from POE switch.

What is the maximum ethernet speed supported? The RJ45 plug images shows only 4 conductors that limits the cable to fast ethernet not gigabit ethernet

We ensure it support gigabit 1000Mbps Ethernet. We've test it, you can also plug the splitter to laptop and check the Ethernet speed, it will shows speed 1.0Gbps.

Does this plug directly in the router to take power? Or it needs 220v plug?

Connect a network cable at POE-in port. The other end will transmit power and data to your device. Connect your device to the other two ports to transmit power and data to your device.
