What are the differences between this 21" and another 21"(831303-9)?

This tool bag has a more heavy duty fabric, 2 heavy duty zippers and is a bit larger with more fabric for pleats on the sides. Its about 2 inches wider on the bottom, stands about 2 inches taller and it has pockets on the inside and outside whereas the other bag doesn't have inside pockets.

does this actually measure 21" long across the bottom?

Yes, it does. However, my disappointment was the space that is lost when it is closed. When closed, it is only half as deep as when open. Well made and worth the money.
