Does it also function as a waterproof dry bag for phone, etc.?

No. It’s definitely not waterproof.

does anyone know how large you can extend the waist?

I've got a 36 in waist in pants and I still have room to adjust the strap. Hope that helps.

Is this water proof ?

it’s supposed to get wet. it’s a cooler

How long is the strap able to be adjusted too? Like smallest & largest measurement in inches

not sure. no room for a tape measure to fit in it with all my pints of MD 20/20 in it.
