would this be too large for pocket daily planner 51/2 inlong by3 1/2 in.wide

Yes. It would be too large for your 5.5" x 3/5" daily pocket planner. This product is designed for notebooks from 5x8 to 8.5x11.

Will this work to hang on a car visor?

Hello, if your car visor's size is between 21.5cm to 28cm, this pen holder will work really well. If you car visor is less than 21.5cm or longer than 28cm, the elastic bands coming with the pen holder may not work well.

Will this fit around the 8&1/2 planner pad ? the pp cover is soft bound cover.

Hello, it fits around a 8.5" planner pad. For the PP cover, it is not recommended if you wrap the strap on the front cover, because the PP cover will bend because of the elasticity of the band. If you wrap this pen holder on your entire planner pad, it works well. So it depends on how your wrap the band of this pen holder with your planner pad.
