How is this hair oil used?

You can apply to dry hair. Also, a little goes a long way.

Is this oil good for medium-density hair prone to oily scalp and dry/frizzy ends?

Yes for the ends but no for the scalp. Also the smell is very strong so have that in mind if you do use it and go out afterwards.
