Does oscar come out of the trash bin?

No. Just as in the children's television program, 'Oscar The Grouch' lives and stays in his trash can. From there, he dispenses his grouchy opinions and negative advice to other members of, and visitors to, the Sesame Street neighborhood.

Is he fuzzy like the picture or just smooth?

Oscar is fuzzy ( in an "unkept" way as is his style Lol) but his garbage can is smooth plastic.
