Would this make a shiny vinyl dash reflect less on the inside of the windshield?

Not really sure, but i have a matte finish dash and it kept it that way. I don't like the dash to be shiny

I have a lexus 2007 es-350 and the dashboard is getting shiny and sticky in places. will this help fix that? it is black matte finish originally.

Yes. SONAX Dashboard Cleaner Matte Finish cleans and maintains all plastic, wood and dashboard surfaces in automotive interiors. The original matte appearance of the dashboard and plastic components are preserved with no glare, oily or slick surfaces. Prevents electro-static buildup which repels dust while leaving behind a fresh, pleasant scent. Silicone-free & solvent-free formula. For tougher stains choose a interior cleaner sonax brand or leather cleaner and conditioner for leather surfaces. Do not use on hot surfaces, leather, steering wheel, pedals, windows, radios and navigation devices.

Can this be used on leatherette?

Yes you can, I have some part of my interior that are leatherette or faux leather.
