Can i use this under water and can i use it even there's already fish in the aquarium?

Yes, You can use it under water and with fish present. This is great stuff.

can this be used for acrylic fish tanks ??

Absolutely. Use it all the time. Just be careful because it will leave a white residue so use sparingly.

Will this work to fix broken plant leaf/stem on house plants

I don't see why not , it's basically just water proof superglue that can be applied directly underwater
