Yes you can just use the AV cables only without the svideo.

No, Sega Saturn uses a proprietary cable unique to itself.

Can this be used on a Japanese Sega Saturn console?

Yes because japanese systems use NSTC same as US so it should work. Not just should, it did work, i've done it before.

These have svideo and composite, right?

Yes, it has both plugs, S-video & Composite (along with the 2 stereo audio plugs). And they both have the proper signal going through them S-video has the S-video signal: (Y/C), Y=Luma (luminance), the brightness/black&white/contrast; C=Chroma (chrominance), the color. and the composite plug has the composite signal going through it. (Just mentioning this because the Nintendo 64 hybrid S-video/composite cables are infamous for having composite signal going through both the composite plug & S-Video plug, which isn't the case for the Saturn hybrid cables.)
