Does it really support nvme ssd? it said ngff on board.

NGFF is just the old name for M.2. It supports NVMe just fine :) I'm using it now as we speak for almost a year now.

does it include the tiny screw needed to fasten the ram to the card?

Yes it does. It's actually a standoff that slides into the drive's notch. You attach the standoff to the adapter card with a screw from the under side.

Is this strictly limited to pcie 3.0 or will this support 4.0 transfer rates?

This is a PCI-e 3.0 device. I don't believe it will support 4.0 speeds.

Does this support Samsung 970 evo Plus 1tb nvme?

I used the adapter with a 2 TB Samsung 970 evo NVMe SSD and it worked flawlessly. The difference in memory should not make any difference with your 1 TB drive. Hope this helps.
