Is it possible for a handyman to shorten the height of the floor pole?

Very easy. Cut the end that inserts into the grab bar.

What is the distance from the mount into the wall to the end of the rail

Click on the item picture and diagrams appears showing the measurements. The distance you are asking is 30 inches from the wall to the end of the grab bar per the drawing. I do not have the grab bar in my home, I installed it for another home.

is there anywhere i can download installation instructions for this device?

You tube shows a video on installing them but you have to shovel through some grab bars video

The finish looks like brushed nickel to me. The quality of the finish is quite good.
