Can this set of replacement filters be used for the iSpring US31?

Hi, Yes, these filters are compatible with the unit model US31. For more details, please contact us at (678)261-7611. Regards, iSpring Water Systems, LLC

Is the water supposed to come out foggy and fizzy?

Hi Ann, Yes, for a week or two, the water might come out cloudy due to the trapped air bubbles in the system. In time, these will dissipate and your water will begin to clear up. If you have any questions or need additional assistance, please contact us at support@123filter.com or call us at (678) 261-7611. Thanks, iSpring Water Systems, LLC

Will these cartridges work on an existing Culligan RO system? How will I know? Thanks.

If the size of filter is the same and the end deals are the same then, I think they should work.

Can we use this package for WCC31?

Thanks for the question! You can certainly use this filter pack for the WCC31. We use industry standard filters, so each of the 2.5" x 10" cartridges and filter packs are completely interchangeable with each other.
