Is this a bobble head

Definitely not a bobblehead. Definitely very adorable.

Why does is say $7.99 then you click on it and price goes up to 14.99

Maybe you are clocking on an item that is out of stock.

Why is it releasing in April when other sites are releasing it on Pokémon day?

Amazon often doesn't get the same licensing others do, but it's often cheaper when you consider shipping costs.
